Gail McGrath

David C. Main
Co-Founder and General Counsel
David Main is a co-founder of MAPA, is a member of its Board of Directors, and serves as its General Counsel.
Mr. Main recently retired as a Partner and member of the health law practice of Nelson Mullins Riley and Scarborough in Washington, D.C. where he specialized in government relations, corporate and regulatory law and biotech/life sciences issues.
Mr. Main served as Counsel to the U.S. Senate Health Subcommittee, where he was responsible for health insurance, managed care, and hospital-related legislation. He was the primary author of the Health Maintenance Organization Act Amendments of 1978 and was also involved in the development of other seminal health legislation relating to health planning, peer review, and Medicare and Medicaid.
Mr. Main does consulting work with healthcare technology companies, hospitals, physician groups, managed care organizations, insurance companies, and health care trade associations and alliances. He is the founder and Coordinator of the Healthcare Technology Network of Greater Washington (HealthTechNet) www.healthtechnet.net. He also serves as General Counsel to the Health Management Academy and to the David A. Winton Health Policy Fellowship.
Mr. Main has been active in the health care field for over 40 years. He has a graduate degree in theology from Harvard Divinity School and a law degree from Georgetown Law Center.
Regan Pennypacker

Regan Pennypacker serves as the Director of Government Programs Compliance and Medicare Compliance Officer at Blue Cross & Blue Shield of Rhode Island (BCBSRI). A recognized leader in managed care, Regan brings over 25 years of experience driving strategic compliance initiatives, operational excellence, and collaborative partnerships across the healthcare landscape.

Her career reflects a deep commitment to aligning regulatory integrity with organizational goals. Prior to rejoining BCBSRI, Regan spent 12 years as a trusted consultant, partnering with dozens of health plans, business associates, and nonprofit organizations to develop and implement strategic compliance frameworks. Regan is proud to contribute to MAPA, advancing her mission to serve the people of Rhode Island and support her organization’s strategic objectives.

She holds the Leadership Professional in Ethics and Compliance designation from the Ethics & Compliance Initiative and is a Certified Compliance & Ethics Professional through the Health Care Compliance Association. She earned her bachelor’s degree from the College of the Holy Cross in Worcester, Massachusetts, and her Master of Studies in Law in Corporate Compliance from Fordham University School of Law.

Alejandra Quintana-Clyde serves as the Compliance Officer for Presbyterian Healthcare Services health plans Presbyterian Health Plan, Inc and Presbyterian Insurance Company, Inc. serving one in every three New Mexico residents.
With over 27 years of experience in healthcare compliance—in several health plan both large and small, third-party payers, including the last four years e at Presbyterian Health Plan—her commitment is to continue to learn, advocate, and support a strong, organization-wide compliance program.
She is a Certified Compliance Profession through the Health Care Compliance Association for both the Compliance and Privacy certification. She earned her bachelor’s and Master of Health Cared Administration from the University of Phoenix.
Sally Rainer

Sally Rainer is the Medicare Compliance Program Manager for Operations for Blue Cross & Blue Shield of Louisiana and the former Medicare Compliance Officer for Vantage Health Plan, Inc. Sally has over 15 years of experience in managed care compliance and was a founding member of MAPA. Joining MAPA allowed her to collaborate with other Medicare Compliance partners in navigating the ever-changing world of Medicare Advantage. Sally has served MAPA as a former Vice Chair and Secretary. She has earned her Certified in Healthcare Compliance from the Health Care Compliance Association. She earned her bachelor’s degree from the University of Louisiana at Monroe. Sally has served her community through organizations such as Meals on Wheels and Operation Angel.
Wendy Richey

Wendy Richey is an Executive with over 40 years’ experience in the Medicare industry. Developed plans in several states and nationally with the advent of Medicare Advantage (MA) and Prescription Drug Plans (PDPs). Transitioned plans through acquisitions, in both buyer and seller positions. Committed to developing successful programs providing members with attractive choices within a well-managed, cost-efficient model, while sustaining plan viability and competitiveness. Significant MA and PDP operations experience aligned with Centers for Medicare & Medicaid Services (CMS) regulatory requirements and company financial goals. Lobbied Federal lawmakers on behalf of the MA and PDP industry. Access to a broad array of contacts representing numerous MA-related skill sets, as well as solid and beneficial working relationships with CMS staff. Sound understanding of the challenges, opportunities and best practices influencing the successful conduct of both start-up and mature plans.
